§ 92.18 WRITTEN NOTICE.
   (A)   The Town Clerk-Treasurer, upon the written complaint of any citizen of the town that a violation of this subchapter exists, shall forward the complaint to a Town Council member. The Council member to whom the complaint is forwarded shall inspect the location of the alleged ordinance violation and make preliminary findings as to whether or not, in his or her opinion, there is sufficient evidence to proceed with the complaint. The findings shall be reported to the Clerk-Treasurer who, if the report finds there is sufficient evidence to proceed, shall issue a five-day written notice to cut and remove the grass, weeds and similar vegetation, as provided for herein, which shall be served by certified mail, return receipt requested, or served by the Town Marshal, with the Marshal to make a return of service, to the last known address of the owner of the real property as indicated in the records of the County Auditor on the date of notice. Said notice shall remain effective for the remainder of the calendar year in which it is given.
   (B)   The Marshal is to make a return of service at the address shown on the complaint.
