It is hereby declared to be unlawful, a public nuisance and a violation of this subchapter:
(A) For the owner of property within the corporate limits of the town to permit the growth of grass, weeds and similar vegetation in excess of eight inches in height upon an inhabited lot or parcel; and
(B) For the owner of a vacant lot or parcel to permit the growth of grass, weeds and similar vegetation in excess of 12 inches.
