(A) Contracts.
(1) Every contract of the city shall be authorized or approved by the legislative body and signed by the Mayor.
(2) No contract or purchase shall be made which is at variance with the annual budget and any amendments which have been adopted.
(B) Purchases. No emergency shall be declared for the purpose of making a purchase over $10,000 except upon written recommendation of the Mayor or official responsible for purchases and an affirmative vote of a majority of the members of the legislative body.
