(A) The city hereby establishes the office of City Treasurer. (‘80 Code, § 130.3)
(B) The Mayor, with approval of City Council, shall appoint a City Treasurer who shall be the custodian of all funds of the city. The Mayor may remove the City Treasurer at will. He shall have graduated from an accredited high school and shall be chosen on the basis of his secretarial and accounting skills.
(C) Duties.
(1) The City Treasurer shall receive and safely keep all city funds coming into his hands, and for all such funds he shall give duplicate receipts, one of which shall be filed with the City Clerk. He shall pay out city funds only on warrants signed by the Clerk and countersigned by the Mayor or Chairperson of the legislative body.
(2) The City Treasurer shall make quarterly settlements with the City Clerk. When the settlement is approved by the City Council, it shall be spread at large upon the record.
(3) The Treasurer shall make monthly reports to the City Council showing the state of the finances of the city, and the amounts received and spent during the month, which reports shall be filed. He shall also make an annual report at the close of the fiscal year with the total amount of all receipts and expenditures of the city and the transactions during the preceding year. (D) No person shall be appointed or act as the City Treasurer unless such person has taken the oath required by Section 228 of the Constitution of the Commonwealth of Kentucky, and has provided a bond in the sum as established by City Council, with corporate surety authorized to transact business in the Commonwealth of Kentucky and conditioned upon the performance of the duties specified herein.
(E) The compensation of the City Treasurer shall be in an amount to be established by City Council by ordinance.
