Final action by the city in every zoning case shall be voted within 90 days of receipt from the Planning Commission. The Clerk shall automatically place any pending zoning case on the docket of the last city meeting before the 90 day period expires. No such pending case may be further delayed, except with the concurring vote of a majority of the entire City Council, including the Mayor.
