The city shall issue a letter of compliance to all persons who apply for a permit. To obtain a letter of compliance for construction or development:
(A) A copy of any plans or blueprints for any proposed building or development must be made available to the City Clerk.
(B) The registration must be made at least 30 days prior to any actual work on any proposed building or development.
