“Loading Zone” signs shall be erected at such places along public streets in front of business establishments and for such time as determined by order of the legislative body; and no person shall use such area for any other purposes during the time indicated on the sign. If no time is specified on the sign, it shall mean between the hours of 8:00 a.m. and 4:00 p.m.
