§ 71.61 COVERING REQUIRED TO PREVENT ESCAPE OF CONTENTS OF VEHICLE.
   No vehicle shall be operated upon any street or public way of the city unless such vehicle is so constructed or equipped with covering material to prevent the contents from escaping.
