438.22 REAR-VIEW MIRROR; CLEAR VIEW TO FRONT, BOTH SIDES AND REAR.
   (a)   Every motor vehicle and motorcycle shall be equipped with a mirror so located as to reflect to the operator a view of the highway to the rear of such vehicle or motorcycle. Operators of vehicles and motorcycles shall have a clear and unobstructed view to the front and to both sides of their vehicles and motorcycles and shall have a clear view to the rear of their vehicles and motorcycles by mirror.

   (b)   No person shall operate any motor vehicle whose front, rear or side windows are covered, in whole or in substantial part, with snow, ice, sleet, mud or any other substance with interferes with the operator's view of the roadway or of his or her surroundings. Use of windshield wipers to clear the area within the arc of such wipers on the front window shall not be deemed to be compliance with this section if any of aforementioned substances continue to cover, in whole or in substantial part, the remaining area of such window or of any of the other windows on such vehicle.

   (c)   Whoever violates this section is guilty of a misdemeanor of the fourth degree on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the second degree.
