No person shall permit landscaping to grow in proximity to the public roadway or at intersections of public streets in such manner as to obstruct the view of drivers upon the adjoining roadways or driveways on the same premises. Landscaping having a height of three feet or less, or being ten feet or more from the nearest portion of the street, shall be prima- facie lawful unless prohibited by other regulations.
