There is hereby established, in accordance with Ohio R.C. 149.39, the Records Commission of the City, which shall consist of the Mayor, who shall be the Chairperson, the Director of Finance, the Director of Law and one additional member appointed by the Mayor who shall be a citizen of the City. A Secretary, who may or may not be a member of the Records Commission, shall be appointed by the Commission, and shall serve at its pleasure. The Commission members and Secretary shall serve without compensation.
