ARTICLE XIII
WARD BOUNDARIES
 
   Each Ward shall be composed of contiguous and compact territory as nearly quadrangular as possible, bounded by natural boundaries and street lines to the end that the population of each Ward will have nearly equal representation.
   City Council shall adjust Ward boundaries within one year after certification of the results of each decennial census. All such changes shall be made so as to provide substantially equal population in each of the wards. If as a result of a review the Ward having the smallest population is at least ten percent smaller in population than the Ward having the largest population, a re-division of the Ward boundaries shall be made in the manner provided above, provided such re-division shall not cause the Ward having the smallest population to be more than five percent smaller than the Ward having the largest population.
