SECTION 3.   DIRECTOR OF FINANCE.
   The Director of Finance shall be the head of the Finance Department and the fiscal officer of the City. The Director shall be appointed by the Mayor, subject to confirmation by the Council, for a term expiring on the date of the organization meeting of the Council in the next even-numbered year. The Director shall serve the Mayor and the Council as financial advisor in connection with Municipal affairs, and he/she shall act as Clerk of the Council. In such capacity, the Director of Finance shall keep the records of said body, and shall authenticate all records, documents and instruments of the City on which authentication is proper. The Director of Finance shall examine all payrolls, bills and other claims against the City and shall issue no warrant unless he/she shall find that the claim is in proper form, correctly computed and duly approved, and that it is due and payable, and that an appropriation has been made therefor; and he/she shall perform such other duties consistent with his/her office as the Mayor or the Council may request.
