Each member of Council should be a qualified elector of the City, shall have resided continuously therein for not less than one year next preceding his/her election, and shall continue to reside therein during his/her term of office. In addition, each Councilperson elected from a ward shall have resided continuously in the ward from which he/she is elected for not less than one year next preceding his/her election. Each ward Councilperson shall continue to reside in the ward from which he/she is elected during his/her term of office. The term of a ward Councilperson who has been a candidate for the office of Mayor will cease on the last day of the calendar year following said election.
No member of Council shall hold any other public employment during his/her term of office with either the City of Lyndhurst, or with any contiguous municipal corporation, or with any school board or school district serving the City of Lyndhurst. The Council shall be the judge of the election and qualification of its members.
In January, 1974, and in January of each year thereafter, the Council shall meet in the Council Chamber and organize. At such organization meeting, or as soon as practicable thereafter, the Council shall elect one Councilperson as the Vice Mayor and one Councilperson as a member of the City Planning Commission, each to serve for the balance of that year and until his/her successor shall have been elected unless he/she shall cease in the meantime to be a Councilperson.
