The Council shall consist of seven members. Three of said Council members shall be elected at large. In addition, one Council member shall be elected from each of the four wards to represent that ward in Council. The terms of the members of the Council shall begin on the first day of January next following their election. Each Council member shall serve for a period of four years or until his/her successor is chosen and qualified. The four ward Councilpersons shall be elected in November, 1973, with their term of office commencing January 1, 1974. The three members of Council to be elected at large shall be elected in November, 1975, with their term of office commencing January 1, 1976.
