(a) Upon recommendation of the Mayor and confirmation by Council by a specific resolution, an employee who has rendered meritorious and valorous service of an extraordinary nature may be awarded days off with pay. The number of days shall be the number recommended by the Mayor and confirmed by Council.
(b) The Director of Finance shall cause the resolution which is passed by Council to be incorporated in the personnel record jacket maintained by the City for each of its employees.
