(a) The Mayor is hereby authorized to execute a contract with any or all of the other municipalities included in the territory of the Cleveland Regional Sewer District, except the City of Cleveland, for the purpose of forming a Regional Council of Governments as authorized by Ohio R.C. Chapter 167.
(b) The contract shall provide that the sole purpose of the Council of Governments is to select and advise suburban representatives to the Board of Trustees of the Cleveland Regional Sewer District. In the selection, each municipality shall be represented by its Mayor or City Manager or by an alternate designated in writing, and shall receive one vote. The candidates equal to the number of candidates to be selected who receive the greatest number of votes shall be elected. The Council, when called into session for the purpose of advising the suburban representatives, shall act by majority vote. Such other terms as are necessary for efficient operation without materially altering or expanding the terms set forth in this section shall be acceptable.
