(a) The Mayor is hereby authorized and directed to execute a membership agreement of the Regional Council of Governments in the form and content presented to this Council, attached to original Ordinance 71-31, passed June 7, 1971, made a part thereof and marked Exhibit A, but solely for the purpose of collecting and administering the Municipal Income Tax. This section shall also be part of such Agreement.
(b) Council of the City of Lyndhurst declares its intent to participate with the other municipalities who are members of the Regional Council of Governments in the Municipal Tax Collection Agency, and to share the costs thereof, in the manner set forth in the Agreement for establishment of the Regional Council of Governments, and upon such Council being duly established, does hereby approve and authorize the powers and functions of the Board of Trustees of the Municipal Tax Collection Agency as set forth in such Agreement.
(c) The Mayor and the Director of Finance of this City are hereby appointed as delegate and alternate, respectively, of this City, to the Regional Council of Governments, and they are hereby directed to report to this Council and to keep it informed as to the programs, functions and activities of the Regional Council of Governments as they may affect or be of interest to this City and its inhabitants.
