(a) The Mayor is hereby authorized and directed to execute a membership Agreement of the Regional Council of Governments in the form and content presented to Council, attached to original Ordinance 72-7, passed February 22, 1972, made a part thereof and marked Exhibit A.
(b) Council declares its intent to participate with the other municipalities which are members of the Regional Council of Governments provided for herein, in the Suburban Police AntiCrime Network (S.P.A.N.), and to share the costs thereof, in the manner set forth in the Agreement for establishment of the Regional Council of Governments, and upon such Council being duly established, does hereby approve and authorize the powers and functions of the Board of Trustees of S.P.A.N. as set forth in such Agreement.
(c) The Mayor and the Director of Finance of this City are hereby approved as delegate and alternate, respectively, of this City, to the Regional Council of Governments, and they are hereby directed to report to this Council and to keep it informed as to the programs, functions and activities of the Regional Council of Governments as they may affect or be of interest to this City and its inhabitants.
