147.01 POSITION CREATED; POWERS AND DUTIES.
   (a)   There is hereby created the position of City Engineer. The duties for said position are as set forth in this section.
 
   (b)   Compensation for this position shall be as set from time to time by City Council resolution.
 
   (c)   The position of City Engineer established in division (a) of this section shall be filled by appointment of the Mayor as provided for in the City Charter.
 
   (d)   The duties of the City Engineer shall be as follows:
      (1)   Act as a technical consultant and advisor on engineering matters referred to him or her by the Mayor, Council, and administrative departments upon direction of the department heads;
      (2)   Advise the Service and Building Departments relating to residents' problems pertaining to engineering as they may relate to public sewers, public water supplies, drainage patterns, and building grades;
      (3)   Assist the Building Department on engineering matters, including attendance at Planning Commission meetings, as requested, and act as aide in the administration of the National Flood Insurance Program;
      (4)   Attend all meetings as requested by the Mayor or Council;
      (5)   Prepare formative or preliminary sketches, layouts, estimates or reports, concerning the advisability of proceeding with public improvements such as wastewater collection and treatment, water mains, pavement improvements or other infrastructure improvements contemplated by the Mayor and/or Council;
      (6)   Prepare applications for grant or funding programs pertaining to public improvements requiring the services of the Municipal Engineer such as Issue Two funding requests;
      (7)   Provide services necessary for the City's compliance with the EPA NPDES Phase II Stormwater Permitting Program. This includes permit preparation, updating the City's plan, monitoring, and annual report preparation;
      (8)   Perform such other duties as is normally required of Municipal engineers not requiring the use of additional staff members such as field crews, etc.
