The Building Commissioner shall examine all buildings in the course of erection, alteration, repair or removal, throughout the City as often as required to insure efficient supervision and shall be charged with the survey and inspection of buildings and with the enforcement of this chapter and all other laws and ordinances relating to the erection, construction, alteration, repair, removal and safety of buildings, structures, elevators, heating apparatus, gas fittings, house drainage and plumbing, steam boilers, electric wiring, prevention of smoke, fire escapes and other fire protection devices. He or she shall pass upon all questions relating to the strength and durability of buildings and structures and the quality of materials and workmanship so far as they affect safety, shall examine and approve all plans and specifications therefor before a permit shall be issued and shall sign and issue all permits, certificates and notices required to be issued. He or she shall promptly acknowledge receipt of all official communications, notices and reports pertaining to his or her Department.
The Assistant Building Commissioner shall assist the Commissioner in the performance of the above described duties, in such manner and to such extent as the Commissioner may require.
The Building Commissioner shall promulgate rules and regulations for the efficient and proper administration of the programs desired by the Mayor and/or Council or otherwise instituted under the Division of Housing according to the laws of the City and the State.
