(a) There is hereby established a Building Department, which shall consist of a Building Commissioner (who may also be referred to as Chief Building Official) and an Assistant Building Commissioner. The Building Commissioner shall be the executive head of the Building Department, under the direction of the Mayor, and may be either a full-time employee or a part-time employee of the City or, at the option of the Mayor, be retained under contract with the City. He or she shall have such powers and perform such duties as are provided by the City for the Building Inspector, the Plumbing Inspector, the Electrical Inspector and the Sewer Inspector. The Assistant Building Commissioner shall have the same powers and perform the same duties as the Building Commissioner, subject, however, to the direction and control of the Building Commissioner.
(b) There is hereby established a Housing Division within the Building Department. The Building Commissioner shall have direct control and supervision of said Division under the direction and authority of the Mayor. The Housing Division shall have employees as are necessary to carry out the duties associated with the Housing Division, as those duties may be defined and set forth by the Mayor and/or Council according to the laws of the City and the State. The duties shall include the administration and enforcement of the zoning and building laws of the City and the State as they relate to the housing in the City.
