In this chapter, the following words shall have the following meanings:
(a) “Person” means an actual person or any legal entity, including but not limited to, a corporation, limited liability company, firm, partnership, trust, or other business association. “Person” does not include the State of Ohio or a political subdivision of the State of Ohio, or any entity deriving its authority to foreclose by virtue of a debt originally to a political subdivision.
(b) “Parcel” means a parcel of real property identified as an individual parcel by the Cuyahoga County Auditor’s Permanent Parcel Number System.
(c) “Vacant” means that no person actually resides in any part of a building on a parcel, or that no person conducts a lawful business in any part of a building on a parcel.
(d) “Unimproved” means that no building or structure is located on a parcel.
(e) “Foreclosure” means a filing in a court of competent jurisdiction to have a parcel sold at Sheriff’s sale to satisfy a debt secured by a lien upon real property.
