The exterior of all dwelling structures and accessory use structures shall be maintained so that all parts are in a safe, weather-tight condition, resistant to decay and deterioration, and in such repair as to properly perform their original function. Building parts shall include decorative features, cornices, walls, parapets, chimneys, porches, steps, soffits and all parts designed for either structural function or beauty. Specifically:
(a) When any dwelling structure or building is in a state of disrepair, and does not conform to the requirements of this section, the building shall be repaired or razed.
(b) Repair shall consist of rebuilding or replacing all parts that in the opinion of the Building Commissioner show deterioration to such a state that they do not conform to the requirements of this section.
(c) Rebuilding or replacement of all parts must match or conform to the original design of the entire structure.
(d) Surface finishes shall be maintained so that they perform their original intention, whether to protect or beautify the material finished.
(e) Surface maintenance shall consist of replacing weathered or otherwise deteriorated surfaces so that they conform to subsection (d) hereof.
(f) Surfaces that are or have been integrally finished or are without finish, and are deteriorated so that they do not conform to subsection (d) hereof, shall be either resurfaced or replaced.
(g) Surfaces showing only an accumulation of dirt and grime may be washed.
