(a) Every dwelling structure and secondary or appurtenant structure shall be provided electrical service, outlets and fixtures which shall be installed and maintained so as to be free of any potential source of ignition of combustible material or any potential source of electrical hazard. Such facilities shall be approved as being adequate to supply the requirements of lighting, appliances and equipment of the structure concerned.
(b) Every dwelling structure four (4) or more stories in height which has an elevator serving the structure shall have a standby power system set inside the structure, which system shall be powered by fuel other than electricity, and which shall be capable of operating the elevator if there is an electrical failure in the building, or in the surrounding area.
