When not provided for in this Code, definitions in other codes which are a part of these Codified Ordinances shall be referred to and shall apply herein. As used in this Code, unless otherwise provided:
(a) "Approved" means approved by the Building Commissioner pursuant to this Code, or approved by any other authority designated by the ordinances of the City to give approval to the matter in question.
(b) "Building Commissioner" shall be construed as though followed by the words "or his or her authorized agent or representative."
(c) "Communal kitchen" means a kitchen within a dwelling building used by the occupants of more than one dwelling unit or shared or used by any person other than the members of one family.
(d) "Dwelling structure" means a building or structure used or designed or intended to be used, all or in part, for residential purposes.

(e) "Family" is defined in Section 1150.09(51) of the Planning and Zoning Code and such definition is applicable in this Housing Code.

(f) "Garbage" means the animal, vegetable or mineral waste from the handling, preparation, cooking and consumption of food.
(g) "Habitable room" means a room or enclosed floor space used or intended to be used for living, sleeping or eating purposes, but excluding the following: kitchens (except kitchens where eating space is included in a room also used for kitchen or cooking purposes), bathrooms, toilet rooms, laundries, pantries, dressing rooms, storage spaces, foyers, hallways, utility rooms, heater rooms, boiler rooms, basement recreation rooms, interior rooms not provided with natural light and ventilation, and special purpose rooms shared by more than one dwelling unit.
(h) "Occupant" means a person over one year of age, living, sleeping, cooking or eating in, or having actual possession of, a dwelling unit or a room.
(i) "Operator" means a person who has charge, care or control of a dwelling structure.
(j) "Owner" means prima facie the person who signs the application for a certificate of occupancy for any premises.
(k) "Premises" means a lot, parcel or plot of land, including the buildings or structures thereon.
(l) "Rubbish" means combustible and noncombustible waste materials, except garbage. The term shall include the residue from the burning of wood, coal, coke and other combustible material, paper, rags, cartons, boxes, wood excelsior, rubber, leather, tree branches, yard trimmings, tin cans, metals, mineral matter, glass crockery and dust.
(m) "Supply" or "supplied" means paid for, furnished or provided by, or under the control of, the owner or operator.
