(a) The Director of Finance is hereby authorized and directed to establish an Enforcement and Education Fund and said Fund shall be used solely and exclusively for the purposes set forth in Ohio R.C. 4511.191.
(b) Expenditures from said Fund shall be made by the Director of Finance to pay only those costs it incurs in enforcing Ohio R.C. 4511.191 or Section 434.01 of the Traffic Code and in educating the public as to laws governing operation of a motor vehicle while under the influence of alcohol, the dangers of operation of a motor vehicle while under the influence of alcohol, and other information relating to the operation of a motor vehicle and the consumption of alcoholic beverages.
