135.09 LAW ENFORCEMENT TRUST FUND.
   (a)   A Special Revenue Fund, known as the Law Enforcement Trust Fund, is hereby established for the purpose of receiving and expending money pursuant to, and in the manner prescribed by, Ohio R.C. 2933.43.
 
   (b)   Any property, other than contraband, that is subject to the provisions of Ohio R.C. 2933.43, and other than property that has been lawfully seized in relation to a violation of Ohio R.C. 2933.42, or forfeited pursuant to Federal law and required to be used for law enforcement purposes, that has been lost, abandoned, stolen or lawfully seized or forfeited, and that is in the custody of the Police Department of the City, shall be safely kept pending the time it is no longer needed as evidence and disposed of pursuant to Section 606.24 of the General Offenses Code.
 
   (c)   The revenues in the Law Enforcement Trust Fund shall be allocated only to the Police Department of the City. The funds shall be expended only to pay the costs of protracted or complex investigations or prosecutions, to provide reasonable technical training or expertise, to provide matching funds to obtain Federal grants to aid law enforcement, or for such other law enforcement purposes that Council determines to be appropriate. The Fund shall not be used to meet operating costs of the City that are unrelated to law enforcement.
