(a) The Building Commissioner or the Fire Chief, as the case may require, is hereby authorized to make or cause to be made inspections of all dwellings or structures, or parts thereof, to determine whether or not such premises comply with the provisions of this chapter, the rest of this Building and Housing Code, the Zoning Code and the Fire Prevention Code.
(b) Upon presentation of proper credentials, the Building Commissioner or the Fire Chief, or their duly authorized agents or inspectors, may enter at reasonable times, or at such other times as may be necessary in an emergency, any dwelling or structure or part thereof in the City in order to determine compliance with the provisions of this chapter, the rest of the Building and Housing Code, the Zoning Code or the Fire Prevention Code.
(c) Upon finding a violation of the provisions of this chapter or the aforesaid laws and supplementing the administrative provisions of such other Codes, the Building Commissioner or the Fire Chief, as the case may be, shall issue an order requiring compliance with the applicable law. Such order shall state the violations therein and shall order the owner to repair, improve or demolish the structure within a stated reasonable time. If the person to whom a notice of violation is addressed cannot be found within the County after reasonable search, then the notice shall be sent by registered mail to the tax mailing address of such person, as shown by the records of the County Auditor, and a copy of such notice shall be posted in a conspicuous place on the structure or dwelling to which it relates. Such mailing and posting shall be deemed legal service of notice.

(d) Whenever the owner, agent or person in control of a dwelling or structure fails or neglects to comply with any notice of the Building Commissioner or the Fire Chief, the Building Commissioner or the Fire Chief may issue a notice ordering the dwelling or structure concerned to be vacated, or notify the Director of Law of the circumstances and request appropriate action at law to compel compliance. However, nothing herein shall be construed so as to preclude the Building Commissioner or the Fire Chief from enforcing the penalty provisions provided for in Section 1355.99 against any person who violates any provision of this chapter or any order or notice made under or pursuant to this chapter.

(e) The owner, agent or person in charge of any dwelling or structure shall have the right of appeal from any notice issued by the Building Commissioner or Fire Chief in accordance with the provisions of Chapter 1136 of the Planning and Zoning Code, in the event the Building Commissioner issues such notice, or in accordance with the Fire Prevention Code, in the event the Fire Chief issues such notice.
