(a) The Director of Finance is authorized and directed to establish a special assessment fund, to be identified as the Sewer Construction Fund, to be used solely and exclusively for the purpose of receiving and disbursing all monies related to making sewer capital improvements, including debt retirement, for the City.
(b) Expenditures from said Fund shall be made by the Director of Finance upon receipt of the proper appropriations approved by the Mayor, the Finance Director and Council.
