(a) To enable the City Building Commissioner and the City Engineer to establish and enforce proper grade elevations, all persons making application for single or twofamily residence building permits shall submit therewith a topographic map of the lot or parcel to be improved, showing existing and proposed elevations. The scale of such map shall be one inch equals ten feet.
(b) All persons making application for building permits for additions to existing single or two-family residences shall, if determined by the Building Commissioner to be necessary, submit therewith a topographic map of the lot or parcel to be improved, showing existing and proposed elevations.
