The Engineer, Building Commissioner and Fire Chief are hereby authorized to inform all parties applying for building permits for new construction, additions to present buildings or additional new construction, of the following: All plans for commercial establishments, office buildings, mercantile, educational and institutional occupancy, places of assembly, hotels and multifamily dwellings shall show on such plans placement of hydrants and size of water mains according to the following specifications:
(a) A minimum of two hydrants within 500 feet of any building above.
(b) No part of such building shall be more than 300 feet from a hydrant.

(c) Hydrants are to be installed according to standards of the City of Cleveland, but in no event shall the center of the nozzle be lower than sixteen inches nor higher than twenty-four inches above grade. Further, the standards of the City of Cleveland notwithstanding, the hydrant pumper nozzle shall be of one piece design, compatible with 5" storz hose coupling. The nozzle shall be an integral part of the fire hydrant and must be furnished by the manufacturer or authorized distributor designated by the manufacturer. An acceptable hydrant would be a Kennedy or Clow, break away style, Cleveland standards hydrant. Storz adapters will not be accepted. (Ord. 2004-3. Passed 1-5-04.)
(d) Size of mains:
(1) Minimum size line to be eight inches.
(2) The type and location of fire hydrants on both public and private property shall be approved by the Fire Chief before a building permit is issued.
(e) Driveway arrangement should be designed so that fire equipment can reach hydrants by the use of such driveways. Hydrants shall not be located within five feet of either side of a driveway apron.
(f) The developer, owner or other responsible person shall be responsible for providing water for fire protection as outlined in Appendix A of the third edition of International Fire Service Training Association No. 205 (IFSTA) Water Supplies for Fire Protection, published by Fire Protection Publications, Oklahoma State University. The information that shows that the above requirement has been met shall be submitted at the time of the application for the building permit.
