135.04 SALE OF PERSONAL PROPERTY.
   (a)   The Director of Finance shall also have the power to sell personal property belonging to the City, on the instructions from the head of the department concerned and with the consent and approval of the Mayor, such sale being made in the manner provided by the laws of the State of Ohio.
   (b)   Personal property may be sold by Internet auction in the manner outlined in Section 721.15 of the Ohio Revised Code, provided that the number of days of bidding shall be not less than three (3) consecutive calendar days. The minimum number of days of bidding shall be stated in the ordinance authorizing the sale of the personal property, and the minimum bid shall likewise be stated in the ordinance. The Mayor may be authorized in the ordinance to sell any item of personal property to the highest bidder if the minimum bid price is reached, without further action by Council.
   (c)   Personal property of the value of less than one thousand dollars ($1,000) may be transferred as part payment for the purchase of other personal property on such terms as may be acceptable to the Director of Finance, the Mayor and the head of the department concerned.
