135.03 DIRECTOR'S DUTIES.
   The Director of Finance shall be responsible for the purchase of all supplies and material required for the use of any department or officer of the City, except in the case of contracts for the construction of public improvements, and excepting purchases specifically authorized by Council. The head of any department for which supplies or materials are required shall notify the Director of Finance of such requirements and the Director of Finance shall promptly make the necessary purchase if funds are available therefor. Purchases in the amount of fifteen thousand dollars ($15,000) or more shall be made only from the lowest and best bidder after advertising for two consecutive weeks in a newspaper of general circulation in the City. A recommendation as to the lowest and best bidder shall be forwarded by the Director of Finance, the Mayor and the head of the department concerned to the Board of Control.
