No permit for the construction, enlargement, alteration, repair or removal of any building or structure within the City shall become effective until the right has been secured from the City of Cleveland, or other proper authority, to use the water necessary for the work called for by such permit, or the necessary water has been otherwise properly contracted for. No person shall perform any of the work called for by such permit, except excavating, leveling or any operation not entailing actual construction, before water has been provided for as required herein.
