No owner, tenant, lessee or other person, firm or corporation occupying any dwelling, place of business or other structure constituting the primary use of the premises on which such structure is situated within the City, shall fail to display street numbers on or in front of such premises, in such manner that they are plainly visible from the street upon which such property abuts. In the case of a multi-tenant commercial building, the street number shall also be displayed on the primary rear door in a location to be determined by the appropriate fire or building official.
