The Building Commissioner and his or her deputies, assistants or employees assigned by him or her, or persons assigned to cooperate with him or her by other departments of the City, so far as may be necessary for the performance of their duties, shall have the right to enter upon any building site or premises, any new or unoccupied building, any building under construction, repair, alteration or removal or any building which the Commissioner has reasonable cause to believe is unsafe or a menace to life or limb, or damaged or menaced by fire, upon showing their badge of office. No person shall interfere with any of them in the performance of such duties.
