No person, firm, partnership, corporation or voluntary association of persons, architects, contractors, subcontractors and mechanics, shall commence the construction of a structure or perform any site development without first having obtained the approval of the Architectural Board of Review, or perform such construction or site development other than as ordered by the Architectural Board of Review, or violate the provisions of this chapter in any respect, or fail to comply therewith. The orders of the Board shall also include the orders of any court reviewing the determinations of the Board.
