Prior to the issuance of any building permit, the Building Commissioner shall refer plans, specifications, and other drawings to the Architectural Board of Review, which shall review such plans, the design of proposed buildings, the orientation of buildings, the site plans, and other related and appropriately similar matters in accordance with the criteria hereinafter provided. The Building Commissioner may also refer plans or proposals to the Architectural Board of Review that will create aesthetic changes to the exterior of a building or structure such as solar panels, metal roofs, and exterior colors.
