Where there are practical difficulties or unnecessary hardships in the way of carrying out the strict letter of the provisions of this chapter, and such difficulties and hardships are inherent in the land sought to be built upon, because of physical size, shape, topography or other characteristics, which characteristics are peculiar to the premises in question and not shared in general by other land or buildings in the immediate vicinity, the Board of Zoning Appeals may modify the application of such provisions, which variance shall be nevertheless in harmony with the general purposes and intent of this chapter, so that public health, safety and general welfare of the community may be safeguarded and substantial justice done.
