Council finds that exits and entrances between private property and public roadways shall be limited in width consistent with the off-street parking and use requirements for vehicles on private property, as provided in the Zoning Code, and the physical characteristics of open land adjoining buildings on private property, particularly in the Office Building and Hotel Districts and in retail districts.
