123.02 PUBLICATION.
      (a)    All notices and reports required by law to be published and notices to bidders for the construction of public improvements and notices of the sale of bonds shall be published for a day in each of two consecutive weeks, as hereinafter provided, in a newspaper of general circulation in the Municipality. Except as otherwise required by law, public notice of ordinances and resolutions and other actions of Council required by law to be given to the public shall be published on the city website by giving the number, the title thereof and the date of passage.
      Such ordinances, resolutions, statements, orders, proclamations, notices and reports required by law to be published shall be published by the title thereof except that such title shall fairly apprise a reader of the subject matter of such ordinances, resolutions, statements, orders, proclamations, notices and reports. The title for publication shall be prepared or approved by the Director of Law. Council, in special cases, may designate a longer publication period.
 
      (b) When public notice is required to be published in a newspaper of general circulation, the Director of Finance is hereby authorized and directed to solicit bids for the cost of such publications from newspapers of general circulation in the City for a period of one year. If the cost of such publication is less than ten thousand dollars ($10,000), he or she shall report the same to the Board of Control for an award of a contract for such publications for a period of one year. If the cost exceeds ten thousand dollars ($10,000), then bids shall be taken for such publication and bids shall be taken in accordance with Chapter 107. Thereafter, the Mayor shall enter into a contract in accordance with Article IV, Section 5, of the City Charter.
