121.01 MEETINGS.
      (a)    Regular meetings of Council shall be held at the Council Chamber in the City Hall on the first and third Monday of each month at 7:30 p.m. except that only one regular meeting for June, July, August and December shall be required, which shall be on the first Monday of June, July, August and December. When City Hall is closed in observance of a legal holiday on the regular meeting date, such regular meeting shall be held on the following day.
      A special meeting may be called by the Mayor or by any three Councilmen. At least twenty-four hours notice of a special meeting shall be given to each Councilman and the Mayor, which notice may either be in writing, email, fax, delivered to the person notified, left at his or her residence, verbal notice delivered directly, by telephone to the person notified, or any other method of reasonable notice. A regular or special meeting may be adjourned to any time not later than that of the next regular meeting. All meetings of Council shall be public, and any resident shall have access to the meetings and records thereof at all reasonable times, except as stated in Ohio R.C. 121.22(G).
      At the initial regular meeting of the new term of the elected officials elected at the election prior thereto, such officials may be sworn in and assume their duties. Their compensation shall commence from the first day of the year. Nothing herein, however, prevents an official from being sworn in prior to such date should he or she so elect. It shall not be necessary for Council to meet on New Year's Day as provided for in Ohio R.C. 705.74.
 
      (b)    Any official described in subsection (a) hereof who calls a special meeting, and any Chairperson of a committee of Council who calls a meeting of such committee, shall notify the Clerk of Council verbally, in writing, email, fax, telephone, or any other method of reasonable notice as such Clerk may require, at least seventy-two hours in advance of such meeting, of the date, time and agenda of such meeting to permit such Clerk to comply with the requirements of Ohio R.C. 121.22. In the event of any emergency requiring a meeting on less notice than provided in Ohio R.C. 121.22(F), the person calling such special meeting of Council or committee meeting shall give immediate notice to the Clerk or his or her office so that immediate notice may be given to the news media which have requested such notice. Ohio R.C. 121.22(G) shall be observed.
      Each committee of Council shall be responsible for the recording of the minutes reflecting the action taken at all committee meetings. Such minutes shall be properly authenticated and submitted to the Clerk of Council. Thereafter the Clerk shall maintain such minutes in accordance with the city of lyndhurst records retention schedule.
      (c)    Upon request to the clerk of council, persons, either individual or entity, desiring notice and agendas of meetings of Council, its committees, and boards and commissions, as provided in Ohio R.C. 121.22, shall be provided with an electronic copy. A reasonable fee may be charged for paper copies per ORC 122.22(f).
