107.06 CONTRACTS EXCEEDING $10,000; APPROVAL REQUIRED; EXCEPTIONS.
   Whenever any supplies, commodities, materials or equipment is required by any department, or any work or construction is to be done, or any improvement is to be made for the City which the department concerned is not equipped or prepared to do or make, the purchase or performance of which involves an expenditure in excess of ten thousand dollars ($10,000.00), but less than the maximum amount stated in Section 735.05 of the Ohio Revised Code, a contract for such purchase, work or construction shall first be authorized by the Board of Control. Contracts exceeding the maximum amount stated in Section 735.05 of the Ohio Revised Code shall be subject to competitive bidding as required by State law. However, in addition to the exceptions to competitive bidding provided by, and established by, State law, including but not limited to Section 9.48 of the Ohio Revised Code, the City is authorized to make purchases in excess of the maximum amount stated in Section 735.05 of the Ohio Revised Code through the State Cooperative Purchasing Program without the necessity of competitive bidding. Further, the City is authorized to make purchases in excess of the maximum amount stated in section 735.05 of the Ohio Revised Code limit without competitive bids so long as the purchase price for an item, service, equipment or the like is more beneficial to the City than is available to the City through the State Cooperative Purchasing Program.
