All boundary lines between districts shown on the Zoning Map shall be interpreted and determined as follows:
(a) Where boundaries apparently follow lot lines and are not more than ten feet therefrom, the lot lines shall be construed to be the boundary lines.
(b) Where boundaries apparently follow streets or alleys, the center of such streets or alleys shall be construed to be the boundary line.
(c) Where district boundary lines divide a parcel of land, the location of such boundaries, unless related to fixed points on the property boundary, shall be determined by scale and each part of the parcel shall comply with the regulations of the district in which it is located.
(d) Where district boundary lines do not coincide with any of the aforesaid lines and where a district is not located by dimensions or fixed points shown on the Map, the district shall be determined by the scale appearing thereon. In cases of other uncertainties, the City Planning Commission shall determine the exact location of the district.
