The owner or owners of any building or premises where a violation of any provision of these Subdivision Regulations is placed or exists, any architect, builder or contractor who assists in the commission of any such violation and all persons who violate any of the provisions of these Subdivision Regulations, or fail to comply herewith, shall, for each violation or noncompliance, be guilty of a misdemeanor of the first degree and shall be fined not more than one thousand dollars ($1,000) or imprisoned not more than six months, or both, for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
