Any owner or subdivider who believes that he or she has been aggrieved by any action of the City Planning Commission refusing to permit a subdivision, may, within twenty days of such refusal, appeal the adverse decision to Council by submitting a written request to the Clerk of Council to have the case added to the agenda of the next regularly scheduled Council meeting.
