1130.05 SCHEDULE OF FEES, CHARGES, EXPENSES AND GUARANTEES.
   Council shall establish a schedule of fees, charges, expenses and guarantees and a collection procedure for the same.
   A schedule of such fees, charges, expenses and guarantees shall be made available by the City and may be altered or amended only by Council. Until all such applicable fees, charges, expenses and guarantees have been paid in full, no plat shall be entitled to be recorded with the Cuyahoga County Recorder.
