(a) In their interpretation and application, the provisions of these Regulations shall be held to be the minimum requirements for the promotion of the public health, safety and general welfare.
(b) Except as specifically provided herein, it is not intended by these Regulations to repeal, abrogate or annul any existing provisions of any law or ordinance or any rule or regulation previously adopted or issued pursuant to law, provided, however, that where these Regulations impose greater restrictions than are imposed or required by other ordinances, rules, regulations, permits, private easements, covenants or agreements, then the provisions of these Regulations shall govern and to such extent only such other ordinance or regulation is modified and amended.
