1130.03 PURPOSE AND INTENT.
   The general purpose of these Regulations shall be to guide and regulate the planning, subdividing and development of land in order to promote and protect the public health, safety and general welfare. It is intended that the provisions of these Regulations shall be applied to achieve the following objectives:
   (a)   The orderly development of land to obtain harmonious and stable neighborhoods and the prevention of dead land or landlocked parcels which may become neglected areas;
   (b)   The safe and convenient circulation of vehicles and pedestrians;
   (c)   The design of new subdivisions that will preserve natural features and open spaces for recreation and other public purposes;
   (d)   The accurate surveying of land and the preparation and recording of plats;
   (e)   The assurance that subdivision improvements are properly installed and completed in compliance with the regulations contained in Chapters 1134 and 1136;
   (f)   The coordination of land development in accordance with the City of Lyndhurst's Zoning Code, Zoning Map and other applicable City ordinances.
